1. A request by Anshuman Mittal for a Minor Use Permit/Coastal Development Permit (C-DRC2024-00046) to allow the construction of a two-story 1,750-square-foot single-family residence with a 400-square-foot attached garage. The project will result in the disturbance of the entire 3,000-square-foot parcel. The request also includes use of the new residence as a residential vacation rental. The proposed project is within the Residential Multi-Family land use category and is located at 338 McCarthy Avenue, approximately 0.4 miles west of Pacific Boulevard (Highway 1) in the community of Oceano. The site is in the San Luis Bay (Coastal) Planning Area. Also to be considered is the determination that this project is categorically exempt from environmental review under CEQA.
